I am only too glad to have the authority to send
the Government Botanist (Mr F. M. Bailey) any plants of
an economic value (so far as the aboriginals are con-
cerned) you will see by the enclosed report that I sent
him ten (10) to identify - the information will prove
of great value to me too.
I think you will be pleased to hear of the receipt
by me of the enclosed communication from Professor
Luschen of Berlin - the greatest of European Ethnolo-
gists: as he expresses a wish to thank the Home Secretary
also for his courtesy. I though [sic] it advisable to take the
liberty of sending the letter through you to head-quar-
ters.
I do trust that the Inspectors of each District will
soon be proclaimed Protectors in addition - and then re-
fuse permits to any publicans or asiatics: I do not
think that there can be any compunction about taking
such steps with regard to the latter in view of the opin-
ions expressed in Parliament when the Bill was going
through. Certainly, in Cooktown, the publicans are in-
deed among the greatest sinners in supplying alcohol to
the aboriginals. Judging from the number of applica-
tions I think it will soon be necessary to have printed
forms for the permits, agreements etc.
I would be very grateful by your kindly wiring me
as soon as possible
