Recommends that an increased allowance be made to Mr Robinson for feeding the Blacks

Returning herewith papers &c in connection with the Aborigines at Waroora Station, I have the honor to report for the information of the Honble the Colonial Secretary as follows. Referring in the first instance to Mr Robinsons letter of 29th ult. I have no reason to doubt any of the statements made. I believe the amount paid to Mr Robinson is not adequate to his requirements but as Mr Robinson does so little himself to protect his property I think it only fair he should bear a proportion of the expense of feeding the blacks. As the blacks have turned up in numbers far in excess of what was first anticipated the allowance should be increased to say £12 per month. From my own personal knowledge of the Robinsons I am confident that the money will be judiciously expended and to the best advantage. Referring to this question generally, I have long since come to the conclusion that to establish friendly relations with the blacks is the best course to pursue; The strongest argument in favor of this course is that it is almost impossible to get at them in any other way. Hidden away in a dense and almost impenetrable scrub they can sally forth, commit depredations and
