Colonial Secretary Office
Brisbane 9th October 1889
89/3958
Sir,
I have the honor by direction to forward to
you the accompanying letter from the Police
Magistrate, Herberton, dated the 27th ultimo, together
with other corespondence, on the subject of the
condition of the Aboriginals of the Herberton
District, their relations with the white settlers,
and the temporary measures which have been
taken to Conciliate them and provide for their
maintainance After perusing Mr Zillman's letter,
and that of Mr. Robinson (29th August) the
Colonial Secretary has come to the conclusion
that the time has now arrived when the
whole matter must be dealt with in a more
comprehensive manner than hitherto, and he
has accordingly directed me to request that you
will be good enough to proceed north at your
earliest convenience for the purpose of visiting
the localities named in the correspondence, and
reporting upon the judiciousness, or otherwise,
of adopting the system of treatment suggested
by Mr. Zillman in his latest communication,
or any other mode of dealing with the blacks
which the results of your own observations
and of your inquiries may lead you to
recommend. It will be advisable that; besides
visiting Herberton, you proceed to the various
places
