Cooktown
15th July 1881

Dear Sir
Referring to our conversation of yesterday
consequent upon Telegram received from Government
re the reception of the Aboriginals in Cooktown
in a friendly way. I have to observe
first that the Government have already
been advised that it would not be good
policy to permit them to roam about the
Town in droves as has hitherto been the
case in the various towns in Queensland
2nd That in view of civilizing them as far as
possible I would suggest that the Government
erect a depot on the North Shore where
they could live in comparative comfort and
be open to employment at any and every time
they might be made useful by the white
residents in the district without any unnecessary
intermingling therewith
