I also wrote to Constable Robinson
informing him of his appointment.
Sub Inspector Knott refused to
let Constable Robinson act, and
withheld my letter to that officer
until he could communicate with
Inspector Morisset.
Sub Inspector Knott communicated
with Inspector Morisset, and
shewed me that officers [sic] telegram in
reply, to the effect that Constable
Robinson was not to act, and was
to take orders only from him.
In consequence I presume
of our telegram to you the
Commissioner of Police telegraphed
to Sergeant Griffin:- "Police must
act as collectors if appointed
by the Bench." This message the
Sergeant repeated to Inspector
Morisset and asked for im-
mediate instructions. The reply
was shown to me by Sergeant
Griffin and was as follows:-
"You have my instructions, "attend."
In consequence of this Sergeant
Griffin again refused to act.
Sub Inspector Knott also in-
formed me that he had seen
the Commissioner's telegram, but
